Tall Betsy is known for her height, with a 6'3'' eye witness claiming she was at least a foot taller than him, if not even more. Despite her size, she has also been described as disarmingly agile, capable of breaking into a sprint and leaping over fences when approached by curious onlookers.

The first reports of Tall Betsy date back to the 1890s, when newspapers began taking note of a towering woman cloaked in black who prowled the streets of Cleveland, Tennessee. Every year, as the weather grew cold in the fall, Tall Betsy would appear again, looming on the outskirts of town and frightening those who lived there. As stories of these initial sightings were passed down from generation to generation, Tall Betsy became a fixture of Cleveland's Halloween celebrations, to the point of being inscribed in state legislature as the town's "official Halloween goblin" in 1989.
